Nariaiji (成相寺) is a historic Buddhist temple located in Miyazu, Kyoto Prefecture, near the famous Amanohashidate sandbar. It is the 28th temple of the Saigoku Kannon Pilgrimage, dedicated to Kannon, the Bodhisattva of Mercy. The temple is known for its breathtaking views, especially in autumn, and is believed to grant wishes (nariai, 成り合い means “to come true”). 

The rope is made of straw/ dried grass. In Japanese culture and beliefs, plants and trees in temples are often considered to have some kind of spirituality or divine power, certain plants found in some temples or shrines are believed to have spiritual powers that can bring good luck, cure illness, or protect peace.

Tsuko-Tegata is a kind of wooden passport that was used in the Edo Period as an identity card for travelers when passing from region to region. They had been sold a lot in Showa period as mingei type souvenirs all over Japan. It's also a protector for safety and peace for family.
