This is a Fushimi Inari Taisha Clay Bell (土鈴, Dorei) from Kyoto, Japan.
Fushimi Inari Taisha is famous for its main deity "Inari Omikami" and its messenger "fox". Therefore, earth bells are often made in the shape of foxes, symbolizing the protection and wisdom in Inari faith. The white is the representative colors of the Inari faith, symbolizing purity and holiness.
